Justices Freeman, Thomas, Garman, Burke, and Theis concurred in the judgment and opinion. Chief Justice Kilbride took no part in the decision. This election dispute comes from Will County. On December 6, 2010, Carmen Goodman, Democrat, took office as circuit judge of the 4th Judicial Subcircuit of the 12th Judicial Circuit, after defeating her Republican opponent in the November 2010 general election. Previously, in the Democratic primary election in February of 2010, she had been unopposed after the name of her opponent Chris Ward, the appellant here, was ordered off the Democratic primary ballot pursuant to judicial proceedings. Chris Ward was resident of the 12th Judicial Circuit but not of the 4th Subcircuit at the time at which he sought to have his name appear on the ballot. Objections were filed. The
