JUSTICE BURKE delivered the judgment of the court, with opinion. Chief Justice Kilbride and Justices Freeman, Thomas, Garman, Karmeier, and Theis concurred in the judgment and opinion. This child support dispute comes from Cook County. The parties divorced in 1991, and the \ \ dispute that there are arrearages. There is also no dispute that, effective in 2000, interest on unpaid child support payments was made mandatory by statute. According to the Illinois Department of Healthcare and Family Services, the father made no payments from 1992 through 2005. The father countered that he owed no interest on his arrearages prior to 2000 because he claimed that, prior to that date, interest on past-due child support was discretionary with the circuit court and, in his case, had not been imposed.
