Justice Freeman dissented, with opinion, joined by Justice Burke. This zoning case comes from Zion in Lake County. In 1972, the plaintiffs acquired several parcels of property, a number of which they had developed and sold by 1978. At that time, the lots which were remaining were all covered by the City of Zions multifamily zoning classification.
