.I am pleased to present the 2005 Illinois DUI Fact Book, which contains statisticsand other information on Illinois' efforts to combat drunk driving. In the last year, the number of people killed in alcohol-related crashes has decreased in Illinois andacross the nation; however, motor vehicle crashes continue to be the leading cause of death for people ages to 33. The Secretary of State's office remains at the forefront of combating this seriouscrime, which continues to take innocent lives. In an effort to prevent underage drinking and fraud, my office has designed new driver's license for peopleunder age 21. Effective Jan. 1, 2005, these licenses feature distinctive vertical design with color pattern across the front of the card, making them more easilyidentifiable by retailers and more difficult to alter by underage drivers. Thirtyone percent of drivers ages to killed in vehicle crashes had been drinking.It is my hope that these new licenses will prevent underage drivers from fraud
