.2003 DUI Fact book Jesse White * Illinois Secretary of State am pleased to present the 2003 Illinois DUI Fact Book, which provides factsand statistical information about Illinois laws to combat drunk driving. In 2001, more than 49,000 people were arrested for drinking and driving inIllinois. While this is decrease from 2000, there is still much more that needs to be done to combat this crime. In July 2002, new law took effect that allows for the seizure and forfeiture of aperson's vehicle who is caught driving on suspended or revoked driver's license for conviction of DUI, reckless homicide or leaving the scene of apersonal injury accident. This law will help keep repeat offenders off the road and send message to those convicted of serious alcohol-related offenses thatdriving is privilege and it can be taken away permanently for endangering or injuring others while intoxicated. My office continues to work with judges, prosecutors and victim advocategroups to educate the public on the
