The National Center today released Measuring Up 2004 , its thir report card grading states on five major indicators of performance. Illinois' grades are: B+ Preparation for college Participation in college Affordabilit Degree completion B- Benefits of higher education to the state Illinois' overall grade poi nt average places it eighth am ong the states. Three states Massachusetts, Minnesota, and New Jer sey share he top spot llinois was am ong five st ates receiving "plus" in learning because it participat ed in pilot project to measure lear ning outcomes.
