Pennington, d/b/a Chicago Public Telephone Service (hereinafter ''Petitioner''), filed Verified Petition with the Illinois Commerce Commission (''Commission'') requesting that its Certificate of Service Authority to provide customer-owned pay telephone service be cancelled. Petitioner was granted authority to provide telecommunications services by the Commission on March 27, 1996 in Docket No 96-0060. Petitioner states that on October 20, 2007, Petitioner sold its business Chicago Public Telephone Service to John A. Servedio.
