Illinois Municipal Retirement Fund Direct appeal from the circuit court of Lake County. JUSTICE FREEMAN delivered the judgment of the court, with opinion. Chief Justice Thomas and Justices Fitzgerald, Garman, and Burke concurred in the judgment and opinion. Justice Kilbride dissented, with opinion, joined by Justice Karmeier. Sharee Ultsch filed claim for temporary disability benefits with the Illinois Municipal Retirement Fund, in which her employer, the County of Lake, participates. The claim was denied. Plaintiff appealed to the benefit review committee of the Fund's Board of Trustees. The committee recommended denial and the Board adopted that recommendation as its final decision.
