These participantsrepresented schools, community- and faith-basedagencies, and all parts of the juvenile and criminaljustice systems in Illinois. Their purpose was to as-sist in developing strategy for implement-ing balanced and restorative justice in Illi-nois, consistent with the Juvenile Court Act reforms. Background On January 1, 1999, balanced and re-storative justice (BARJ) became the guiding philosophy for juvenile justicein Illinois. BARJ merges two complimentary justice perspectives, thebalanced approach and restorative justice, into single guiding philosophyon criminal justice.
