(''WIEC'') and Illinois Power Company d/b/a AmerenlP (''AmerenIP'') (collectively ''Joint Petitioners'') filed Joint Petition with the Illinois Commerce Commission (''Commission'') pursuant to Section of their Service Area Agreement (''SAA'') dated August 23, 1982.
