The Illinois State Board of Education submits this report in fulfillment of the requirements of HR 250 of the 92nd General Assembly. This report is the strategic plan required for the State of Illinois to assist school districts in responding to the need for recruiting and retaining high-quality teachers in all geographic regions of the state and throughout all subject areas.

Without sufficient workforce of highly qualified educators, our nation's future is in peril. Statistics defining the problem paint frightening picture.
