A Illinois Lieutenant Governor's Office report recommending ways to improve system reliability, ensure the safety of Illinois power plants, and increase the diversity of the states energy portfolio. The Special Task Force on the Condition and Future of the Illinois Energy Infrastructure (created 8/16/2003), which was comprised of ten cabinet level members and chaired by the Lt. Governor, was charged with analyzing the state's existing power generation, transmission and distribution systems; examining nuclear power plant safety; developing ways to promote energy efficiency and renewable energy; and evaluating the possibility of Illinois power outages and the state's emergency response preparedness.

Annual report of the Governor's Rural Affairs Council. The GRAC succeeded in increasing access to health and dental care, bringing Internet service to rural communities to bridge the digital divideand providing free tax preparations to promote awareness of the Earned Income Tax Credit to provide tax relief to working taxpayers. The GRAC also worked to promote the conservation of energy and support the adoption of a renewable energy standard that expands All-American energy sources such as wind, solar and soy biodiesel. The success of these initiatives was due to grass-root agencies and programs and the formation of key private-public partnerships.
