In 2005, the Illinois General Assembly passed House Resolution 462 and Senate Resolution 218 that directed the creation of the Task Force on Access to Benefits and Services to review and analyze policies and procedures concerning the application process and determination of eligibility for cash, food stamps and medical assistance programs.

Social Services Block Grant Pre-Expenditure Report, FY 2010 (covers July 1, 2009-June 30, 2010)
The Social Services Block Grant provides funds to assist States with providing social services to adults and children. The Office of Community Services, Administration for Children and Families, U.S. Department of Health and Human Services allocates funds in proportion to each States population using available population data from the Bureau of the Census. This is Illinois' required pre-expenditure report, also known as the intended use plan.

The Illinois Department on Aging Caregiver Support Program provides assistance to family and friends who are caring for an older adult. A caregiver can be an adult family member or another individual who provides unpaid help with day-to-day activities for someone age 60 or older. The caregiver is eligible for services regardless of where the senior lives. The senior could be living in his or her own home, in a long-term care facility, or in another state.
