2003 Compilation of Master Plan Policies for Illinois Higher Education (2003, October)
This is a comprehensive reference document that incorporates the 1997 Master Plan Policies updated and amended with policies adopted by the Illinois Board of Higher Education since the 1997 edition. As a compilation, it includes relevant sections of the comprehensive master plans of the 1960s and 1970s and issue-related policies developed in the 1980s and early 1990s, as well as policies developed between 1997 and 2003.

Report of a survey of the presidents of all public and private institutions with undergraduate teacher preparation programs to determine the impact of newly approved Associate of Arts in Teaching degrees and gauge levels of degree acceptance, policy development, designated contact personnel, and course/standards documentation at four-year colleges and universities.

Achieving Diversity through Online Inter-Institutional Collaboration
Report from the University of Illinois - Springfield of an Effective Practice that addresses Policy Area 4 of "The Illinois Commitment." This document describes an initiative to bring diversity of views and perspectives into class discussions and projects at both institutions. This is facilitated by having students from UIS, a down-state university with a high percentage of white students, and CSU, an urban university with a high percentage of African American students, interact in discussions and work together on projects. Northeastern Illinois University, which has the highest percentage of Hispanic students among state universities, has been added to the collaboration.

Affordability, Diversity Top IBHE Agenda (2002, May 29)
Press release stating that The Board will receive a report placing Illinois in the context of recent national studies of college affordability, showing essentially that Illinois higher education fares well compared to some other states but also highlighting some worrisome trends. The annual study of underrepresented groups in higher education shows sustained growth in enrollments and degrees for blacks and Hispanics, and in general positive attitudes toward the campus climate for minorities. However, the report also notes concern about the availability of financial aid and minimal diversity of faculty and staff.

Allocation of Governor Ryan's Fiscal Year 2003 Budget for Higher Education
On February 20, 2002, Governor George H. Ryan proposed a fiscal year 2003 state budget totaling $52.8 billion, an increase of $839.6 million, or 1.6 percent, over fiscal year 2002 appropriations. The proposed budget includes $22.7 billion in state general funds, $684.2 million, or 2.9 percent less than fiscal year 2002 appropriations. The $245.0 million recommended increase for education includes $78.0 million for higher education and $167.0 million for elementary and secondary education.

American Academy of Art Student Wins Governor's Award in State Artists Competition (2005, May 7)
