Guide to the Illinois Unemployment Insurance Act as amended (2006, June 23)
This guide has been prepared in order to inform employers of their rights and responsibilities under the Illinois Unemployment Insurance Act. It describes the conditions under which an employer is liable for the payment of contributions or for making payments in lieu of contributions, the reports that must be filed by all employers, the varying rates at which contributions are paid, the circumstances under which unemployed workers are eligible for benefits and, the highlights of Illinois unemployment insurance law.

The Illinois Department of Employment Security IDES provides services to the people of Illinois by authority of the Illinois Unemployment Insurance Act, the Federal Wagner-Peyser Act, and the Federal Workforce Investment Act WIA of 1998. Historically, IDES' mission has been to administer the Unemployment Insurance, Employment Service and Labor Market Information programs in Illinois. Under Illinois' WIA Implementation Plan, IDES is also the agency designated as Illinois' employment statistics agency.

Through its administration of these programs the Illinois Department of Employment Security IDES plays a central role in improving Illinois' economic environment and the prosperity of its people.
