The Annual Report and Proposed Budget Document is compiled for the Governor and General Assembly in compliance with three statutes: Sections 5/1A-4E, 5/2-3.11 and 5/2-3.47 of the School Code. As required, this report includes an analysis of the condition of education in Illinois and a plan of action to address identified needs and problems to meet the challenge of preparing students for the 21st Century. - Catalogue of Reports to the General Assembly and the Governor {periodical start}
The School Code (105 ILCS 5/2-3.87) requires the State Board of Education to submit annually to the General Assembly and Governor a "catalogue containing each report which the State Board of Education was required to make during the preceding 12- month period to the General Assembly or to the General Assembly and Governor." This catalogue identifies the material that was formally transmitted to meet legal requirements. - Educator Supply and Demand in Illinois: annual report {periodical start}
The Illinois State Board of Education respectfully submits these reports to the Governor, the General Assembly, and institutions of higher education in fulfillment of the requirements of Section 2-3.11c of the School Code [105 ILCS 5/2-3.11c]. These reports address the relative supply and demand for education staff in Illinois public schools. Specifically, they provide information on: 1. the relative supply and demand for teachers, administrators, and other certificated and non-certificated personnel by field, content area, and levels; 2. state and regional analyses of fields, content areas, and levels with an over/under supply of educators; and 3. projections of likely high/low demand for educators in a manner sufficient to advise the public, individuals, and institutions regarding career opportunities in education. - End of Session Legislation (covers January 2005-June 2005)
This is a summary of all the 2005 education-related legislation that was signed into law. This legislation effects ISBE, school districts and other education entitities. - General State Aid Recommendations: A Report Submitted to the Illinois General Assembly {periodical start}
The Illinois Education Funding Advisory Board was created by Public Act 90-548 in December of 1997. Pursuant to the requirements in Section 5/18-8.05 M of the Illinois School Code [105 ILCS 5/18.8.05], the Education Funding Advisory Board, in consultation with the State Board of Education, shall make recommendations to the General Assembly for the foundation level and for the supplemental General State Aid grant level for districts with high concentrations of children from poverty. The Education Funding Advisory Board is to make such recommendations to the General Assembly on January 1 of odd numbered years, beginning January 1, 2001." - Guide to Commercially Prepared English Language Arts Inventories for Illinois Educators, Schools and Districts (covers 1998-1999)
The Guide to Commercially Prepared English Language Arts Inventories has been compiled by the Right to Read: Best Practices and Resources Committee (See Appendix A) to assist educators in attaining results as stated in the Illinois Right to Read Initiative. This document also specifically addresses one of the 14 research-based practices (See Appendix B) that the Committee has recommended as guidelines for effective reading instruction. "Best Practice #2: Assessment to Inform Instruction" calls on teachers to routinely monitor and assess the reading levels and progress of individual students. The document includes inventories for grades kindergarten though 12, but some inventories also can be used for pre-kindergarten children and adults. - Holocaust, Black History and History of Women Unit of Instruction Report (covers 1999)
Pursuant to the requirements of Section 2-3.110 of the Illinois School Code [105 ILCS 5/2-3.110] the following information is presented to "conduct a statistical, random sample of school districts in every educational service region that will enable it to determine the manner in which the Holocaust, Black History and History of Women unit of instruction studies required by Sections 27-20.3, 27-20.4 and 27-20.5 [105 ILCS 5/27-20.3, 105 ILCS 5/27-20.4, and 105 ILCS 5/27-20.5] are being implemented in the common schools." In accordance with the statute, the report includes, for each of the three units of instruction categories, the findings for each of the three units of instruction categories, the findings with respect to the average amount of instruction time qualifying as a unit of instruction and the curricula and grades in which that instruction is being offered. - Illinois Charter School Annual Report {periodical start}
This report is submitted in compliance with Section 27A-12 of the Illinois Charter Schools Law 105 ILCS 5/27A-12 . The law requires that the report to the General Assembly: i. compare the performance of charter school pupils with the performance of ethnically and economically comparable groups of pupils in other public schools who are enrolled in academically comparable courses, ii. shall review information regarding the regulations and policies from which charter schools were released to determine if the exemptions assisted or impeded the charter school in meeting their stated goals and objectives, and iii. shall include suggested changes in State law necessary to strengthen charter schools. - Illinois State Board of Education Comprehensive Strategic Plan (2005, covering 2005-2010)
Created with input from education constituents and deliberation by the members of the Board and the staff of the Illinois State Board of Education, this five-year strategic plan focuses on three areas: enhancing literacy; improving educator quality; and expanding data-driven management and school support practices. Objectives address topics from early childhood and teacher recruitment to best teaching practices and shared service initiatives for schools. Each objective directly relates to the topic areas set forth in Public Act 93-1036.
